Online recruiters must constantly emphasize "the creation of a virtual recruiting environment". This virtual recruitment environment includes the company website that can be used in recruitment process, social networks, and professional recruitment sites. "Cultivate a powerful job brand in an online setting," says the online recruiter. For a typical recruiter, this job description proposes additional tasks, skills, and credentials. All of this is aimed at transforming traditional recruiters into online recruiters. E-recruitment is a topic that is frequently explored in academic journals. In the mid-1990s, the Internet was initially used as a recruitment tool, resulting in a phenomenon known as the "recruiting revolution" (Boydell, 2002, as cited by Dhamija, 2012).

E-recruitment, web-based recruiting, online recruiting, web recruiting, recruiting online, recruiting on the internet, electronic résumé, internet recruiting, and more words have been coined to describe the concept of e-recruitment over time. Other terms, such as social media recruiting or social recruiting, have recently been added to this list. Recruitment function occupies an important role in any organization and can generate competitive advantage for the company.

Phase 1 involves the introduction of isolated solutions for single activities such as the applicant data storage in computer systems. Phase 2 involves the integrated applicant management system. Phase 3 involves the possibility to post vacancies on the company's website or on the job portals. Phase 4 involves a final solution that covers the entire recruitment process, integrating computer systems but also web-based tools. It allows data transfer between the company and other external parties. These four phases can also highlight the e-recruitment progress, from the simply use of a PC for data storage, to the use of Internet and tools that rely on web for attracting, selecting, and hiring candidates.

In conclusion, it is noted that there is no formula for success They must be adapted and specifically selected. All these techniques and methods show both advantages and disadvantages. The online recruiter's role is to select the much more suited methods depending on job and company he represents. The Internet and development of e-recruitment functions have changed the way the traditional recruiter performs his duties and responsibilities. Online recruiters must possess certain qualifications that he must possess to be an "online recruiter" These include database management, web designer abilities and skills to use and select the appropriate software for specific recruitment problems.
